SEC delays decision again on Cboe's "disruptive trading" rule, to September 30. The SEC further extended its review of Cboe Exchange's proposal (Rule 8.23) to codify prohibited disruptive order/quote-entry and cancellation activity; the filing was already suspended once and put under disapproval proceedings in March. SIFMA and the Principal Traders Group have both filed comment letters arguing the rule's scope and definitions are too vague. NYSE American's extended-hours equity-options proposal gets a longer SEC review. The SEC designated a longer period to act on NYSE American's filing (comment period closed July 13) to add Early and Late trading sessions for certain equity options, which it frames as harmonising with parallel extended-hours filings already made by Nasdaq and Cboe — though NYSE American's initial rollout excludes GTC, MOO, stop and complex/cross orders. It's another data point in the broader industry push toward round-the-clock U.S. equity/options trading, alongside the already-tracked Nasdaq 23-hour approval and the September 17 roundtable.
