Fed — Chair Warsh's Jackson Hole keynote keeps the door open to a hike, disavows "forward guidance." Delivering his first Jackson Hole address as chair on the morning of 28 August ("In Our Time," at the Kansas City Fed's symposium on "Financial Innovation: Implications for Payments and Policy"), Warsh said: "We must be confident that underlying inflation is moving to our objective, clearly and at sufficient speed. Otherwise, we have work to do." He said recent data show inflation has cooled somewhat but "they do not tell me that underlying trends have meaningfully improved," adding "Inflation is running above our 2% target" and that "the Fed's predominant focus right now should be on prices." On future communication he said of his own remarks, "You can call it an outline, you can call it a trail map, just don't call it forward guidance," describing forward guidance as a practice that "has overstayed its welcome." The speech contained no rate-path commitment, vote, or FOMC action; the federal funds target range stays at 3.50%–3.75%. Speech text
