IEX doubles its top-of-book data fee. IEX's amended fee schedule took effect October 1, raising the monthly subscription for its real-time top-of-book proprietary feed, TOPS, from $500 to $1,000 — a flat increase applied equally to all subscribers, with no added user or distribution fees. The exchange says roughly 22% of its members subscribe to TOPS; the filing is effective on filing under the SRO fee-filing provisions, so it took effect without a separate SEC approval order. No other material new SEC rule proposals or adoptions, FINRA notices, or NYSE/Nasdaq/Cboe rule filings bearing on institutional trading in the window. The SEC's private-markets accredited-investor pathways proposals (professional-credential and FINRA-exam routes, approved for comment at the September 30 open meeting) still have not appeared in the Federal Register, so the 60-day comment clock has not started. Cboe's Rule 8.23 anti-disruptive-trading filing (SR-CBOE-2026-008) remains pending past its extended deadline, with no SEC approval or disapproval order issued. No new CFTC rulemaking bearing on equity markets, and no new Federal Reserve Board rulemaking, proposed or final, or supervisory guidance reaching market participants, in the window.
Canada
No material new CSA/OSC, CIRO or TMX rulemaking, and no new Bank of Canada FMI-oversight or settlement-system rulemaking, in the window.
Latin America
No material new items from Brazil's CVM/B3/BCB, Mexico's CNBV/BIVA-BMV/Banxico, Chile's CMF/BCCh or Argentina's CNV/BCRA in the window. Brazil's Resolução BCB nº 575 (foreign-currency deposit account rules), which took effect October 1, was already reported in yesterday's edition and has no follow-on news today.
