SEC grants accelerated approval for Cboe to list binary options on issuer KPIs. A 13 October order (Release No. 34-106659) approved SR-CBOE-2026-061, resolving the proceeding flagged in the prior edition. The contracts are European-style, cash-settled, $1-payout binary options tied to whether a listed company's reported key performance indicator meets or exceeds a preset strike; eligible underliers reportedly include Apple, Amazon, Tesla, Microsoft and others. Listing is still contingent on temporary registration of Cboe Clear U.S. as a covered clearing agency, with an October 2026 rollout targeted and Robinhood expected to be the first retail distributor. Checked and quiet for 14–16 October: no new FINRA Regulatory Notice beyond 26-15 (closed 25 Sept); no new order on SR-FICC-2026-007 (the Treasury-clearing mandate remains under Section 19(b)(2)(B) proceedings opened 25 Sept over FICC's Partial Amendment No. 1); the Fed's Regulation O overhaul (comments due 4 Nov) and GENIUS Act implementation consultation (comments due 30 Nov) are unchanged; the SEC's Rule 17a-7 cross-trading-modernization proposal (9 Oct) remains open with no confirmed Federal Register comment deadline yet; Cboe SR-CBOE-2026-008 and the Rule 501(a)(10) accredited-investor notices are unchanged. Direct fetch of federalregister.gov, sec.gov and finra.org is blocked by this environment's network policy this run (a failed check, not evidence of a quiet day); findings above rest on search and SEC-hosted PDF links that were reachable through search indexing.
Canada
No material items found for 14–16 October. CIRO's two open comment proposals continue unchanged: the Incorporated Approved Person compensation-disclosure proposal (comments due 6 Nov) and the republished account-transfer/bulk-movement proposal under Rule 4800 (comments due 21 Oct, five days away). No new Bank of Canada FMI designation or oversight item, and no new CSA notice, were found dated in this window.

Banxico tightens securities-lending rules for regulated financial institutions. A circular published in the Diario Oficial de la Federación around 13 October amends Banxico's securities-lending (préstamo de valores) framework: it adds collateral requirements (the borrower must maintain collateral covering the market value of the loaned securities plus accrued premium at all times), requires a legal-entity/trust identifier code (LEI), and updates settlement and specialised-agent-engagement rules. It binds banks, brokerage firms (casas de bolsa), investment funds, Siefores, insurers, bonding institutions and the FND; the new provisions take effect 90 calendar days after publication, with a separate 8 July 2027 deadline for LEI-code compliance. The underlying DOF text and folio number could not be confirmed directly (DOF and banxico.org.mx fetches blocked this run); this rests on a 13 October secondary report. El CEO (secondary source — primary DOF circular not yet located)
Checked and quiet otherwise: B3 ("Comunicado Externo"/"Ofício Circular") and CVM's Portuguese newsroom ("Edital"/"Resolução") turned up nothing dated in this window; CNV Argentina ("Resolución General"), BCRA ("Comunicación A" — nos. 8486–8488 remain the latest, already reported) and CMF Chile ("Norma de Carácter General", latest remains NCG 574 of 24 August) show nothing new.
