CME Securities Clearing Inc. proposes changes to its default-management risk framework. SR-CMESC-2026-011, filed 9 October and noticed by the SEC on 21 October (Release No. 34-106681), would amend the default-management section of CMESC's Risk Management Framework — the framework underpinning its role as the newly approved central counterparty for U.S. Treasury securities clearing — to add clarity and transparency for CMESC staff managing a member default. Open for public comment. Federal Register notice

Cboe EDGX clarifies order-handling rules ahead of its overnight trading session. SR-CboeEDGX-2026-071, approved under delegated authority 13 October and published 21 October, amends Rule 11.1(a)(3) (describing when unpriced orders may execute) and Rule 11.6(q)(2) (clarifying when a Day Order entered during the Overnight Trading Session or the Order Acceptance Queueing Time expires) — housekeeping ahead of EDGX's planned 23-hours-a-day, 5-days-a-week ("23x5") trading expansion, due to take effect in December pending industry readiness. Federal Register notice

FINRA simplifies its corporate financing rules. Regulatory Notice 26-19 amends Rule 5110 (underwriting compensation) — replacing the "bona fide public market" valuation test with one based on closing market price, adding exclusions for certain debt-for-equity exchanges, DPP/REIT capital investments and non-convertible preferred securities, and permitting tail fees under conditions — and expands Rule 5123's private-placement filing exemption to large accredited entities and family offices. Rule 5123's changes took effect 21 October; Rule 5110's take effect 21 December. FINRA Regulatory Notice 26-19

Also filed, routine: a Cboe Exchange fee-schedule amendment and a longer SEC review period for an NYSE Texas complimentary-products-and-services proposal. Cboe notice

Checked via the Federal Register API, SEC newsroom and FINRA notices, and otherwise unchanged since 20 October: the CFTC's event-contract/swap-definition rulemaking (proposed 9 October, outside this window), the SEC's Rule 17a-7 cross-trading proposal, SR-FICC-2026-007's Treasury-clearing proceeding, the Fed's Regulation O overhaul and GENIUS Act consultation (the only new Federal Reserve System item in the Register this window is a routine bank-holding-company formations/mergers notice), and the NYSE/CME clearing-rule amendments. The two SEC press releases dated 20 October (an SEC–AMF supervisory MOU and an SEC–FSA dialogue) are cooperation announcements, not rulemaking.

Canada

No material developments in the window. Checked: CDCC, TSX's proposed-and-recent-changes page, Bank of Canada press releases and its FMI oversight pages, ASC regulatory updates, and CSA releases via newswire.ca — nothing new dated 20–21 October. The CSA's NI 26-101 IT-system-integrity proposal and CIRO's account-transfer/compensation-disclosure proposals, both already reported, remain unchanged.

Latin America

No material developments confirmed in the window. Checked by document type in Portuguese and Spanish: B3's Ofício Circular/Comunicado Externo channel (nothing newer than a March corporate-events update); CVM's Portuguese newsroom and its audiências públicas listings (nothing dated October found); the BCB's Resolução channel; Banxico's Circular listings; CNV Argentina's Resolución General listings (latest remains RG 1162/2026 from 20 August); and CMF Chile's Norma de Carácter General listings (latest remains NCG 574 from 24 August) — all unchanged since the prior edition.
