EU & ESMA

ESMA finalises post-trade risk reduction (PTRR) technical standards under EMIR 3. On 20 October ESMA published its final report setting draft Regulatory Technical Standards on the requirements PTRR service providers must meet to qualify for the EMIR 3 clearing-obligation exemption — covering service elements, participant disclosures, exercise mechanics, provider controls, record-keeping and monitoring of exemption use. The RTS now go to the European Commission for endorsement; no effective date yet. Relevant to CCPs, clearing members and PTRR providers handling OTC derivatives portfolio compression/exemption trades. ESMA final report

Checked and otherwise quiet: ESMA's full October news listing (nothing else dated 17–20 Oct), the EU equities consolidated-tape/MiFIR-review news flow, and ECB rulemaking channels (collateral framework, T2S, DORA as it touches venues) — no new ECB rule items found this window.

United Kingdom

No material structural items in the window. Checked individually: the FCA's news page (19–20 Oct carried only an AI speech and a forex scam warning, neither structural); its publications/consultations list (GC26/6 Primary Market Bulletin No. 66 and CP26/34 on transaction reporting remain open but unchanged since opening 30 Sept and 2 Oct); its enforcement fines page (last entry 30 Sept); the Bank of England's PRA Regulatory Digest, confirmed not yet published for October (digests post at the start of the following month, due ~1 Nov); and LSE market notices (nothing dated October found).

National & exchanges

No material items found across the national regulators, exchanges and central banks checked individually: BaFin/Deutsche Börse (latest circular from August), AMF/Euronext (latest rulebook notice from June), Consob/Borsa Italiana (latest delibera from May), CNMV (no new circular; its delisting-threshold draft remains at the closed-consultation stage already reported), AFM (nothing new), SIX/SER-AG (nothing since the already-reported 1 October fee/clearing package), Nasdaq Nordic (nothing fresh beyond an administrative First North rulebook supplement dated from an August notice), and SNB, Riksbank, Danmarks Nationalbank and Norges Bank (no rulemaking items; Norges Bank's reserve-quota circular remains out of scope as a liquidity-operations matter).

Informational only — summaries of public regulatory and central bank sources; not advice.
