Thursday, 2026-10-15 · covering the last 24h

Gulf

No new circulars, consultations or rule changes dated in the last 24 hours from Saudi CMA/Tadawul, DFSA, ADGM/FSRA, UAE CMA, Qatar QFMA/QSE, Kuwait CMA/Boursa Kuwait, Bahrain CBB/Bourse, or from SAMA, CBUAE, QCB and Kuwait's central bank. Checked via targeted dated search (direct fetches to cma.gov.sa, dfsa.ae, adgm.com and uaecma.gov.ae were not reachable this run — treated as failed checks, not evidence of quiet). The CMA's algorithmic-trading restrictions consultation remains open (comments due 24 October); no closure or outcome was found for it or for the CMA's other three open consultations (earnings calls, offshore dealing, IPO book-building/underwriting), so none is re-reported here. No outcome found yet for ADGM/FSRA Consultation Paper No. 6 of 2026 (Fees Rules), which remains open to 6 November.

Israel

No new ISA, TASE or Bank of Israel rulemaking items dated in the last 24 hours. The ISA's draft directive on one-off investment advice/"restricted assets" had its comment window close 13 October; a search for a finalisation or Reshumot (Official Gazette) notice found none yet, so there is no material update to report. No new Bank of Israel Banking Supervision Department draft directives were found beyond the already-finalised Directive No. 490.

Africa

No new items from South Africa FSCA/JSE/SARB, Egypt FRA/EGX/CBE, Nigeria SEC/NGX/CBN, Kenya CMA/NSE/CBK or Morocco AMMC/Bank Al-Maghrib dated in the last 24 hours. A deliberate second pass was run for this section (gazette and law-firm-tracker search for JSE Clear/FSCA Board Notices, Egypt's Official Gazette, Bank of Israel-style draft-directive searches adapted for Kenya/Nigeria, and Mondaq/Bowmans alerts) and turned up no dated gazette notice or draft this run. The JSE's proposed removal of diluted-HEPS disclosure had its comment deadline close 13 October; no adoption notice or outcome circular was found yet. Kenya's draft National Payment System Policy and Bill 2026 remains under government review, with no Cabinet approval or parliamentary tabling found. Nigeria's SEC National Capital Market Conference and NCMMP 2.0 launch is scheduled for 19 October and has not yet occurred.
