RBNZ designates the High Value Clearing System as a financial market infrastructure. Following the Minister of Finance's decision on the Reserve Bank's recommendation, the High Value Clearing System (HVCS) — the Payments NZ-operated interbank clearing system handling roughly NZ$500bn+ in high-value payments monthly, including house settlements — was designated under the Financial Market Infrastructures Act 2021 on 15 September 2026. It is the first clearing (as distinct from settlement) system so designated in New Zealand, bringing it under the RBNZ's ongoing regulation and supervision alongside the settlement leg it already oversees.
