Market signal

No fresh spot or term print since the last edition. Sprott's own data shows the Sprott Physical Uranium Trust's net asset value at US$21.58/unit as of October 15, up 9.00% year-to-date, while the Sprott Uranium Miners ETF (URNM) remains down more than 20% over the same period — the physical/equity split flagged in Wednesday's and Thursday's editions is still intact. Upstream — mining & supply

No material news cleared the 24-hour bar on the mining and supply side today. Checked the major producer and developer newsrooms (Cameco, Kazatomprom, Orano, Paladin, Boss Energy, Deep Yellow, Bannerman, NexGen, Denison, Energy Fuels, Uranium Energy Corp) and the Kazakhstan/Namibia/Niger/Canada/Australia/US supply-policy trackers — nothing both freshly dated to this window and not already covered turned up.

Midstream — conversion, enrichment & fuel

NRC walks through General Matter's Paducah enrichment licence application. Agency staff held closed acceptance-review sessions on October 14 and 15 in which General Matter's team took NRC reviewers through the roughly 1,000-page application for the GeM Paducah Enrichment Facility in Kentucky, filed September 27 under 10 CFR Parts 40 and 70 for an initial 40-year licence; the company plans to follow with a separate HALEU amendment. Acceptance review is a procedural gate before substantive licensing review begins, not an approval — it's an early but concrete step toward what could become the second full-scale US enrichment plant. Nuclear energy — reactors, industry & demand

Palisades restart clears a fuel-handling hurdle but picks up a safety-culture flag. The NRC's October 13 exigent-circumstances amendment lets Holtec use custom recovery tooling to lift the fuel assembly that tipped to roughly 30 degrees during core reload on August 30, moving it from the reactor cavity to the spent fuel pool; the agency says the fuel rods remain intact and no radiological release occurred. Separately, an NRC letter dated the same day, following a July–September follow-up inspection, found no violations but identified a "chilled work environment" in Palisades' supply-chain and quality-assurance departments, meaning staff there were reluctant to use all available channels to raise safety concerns for fear of retaliation. Restart remains undated; Holtec has previously targeted a return to service around March 2027. ANS Nuclear Newswire

The Chatter

Asymmetric Research (via ZeroHedge): A October 16 note argues a "rare dislocation" has opened in uranium: both the Sprott Physical Uranium Trust and Yellow Cake plc are trading roughly two standard deviations cheap to their historical discount-to-NAV range, a setup the firm says has historically preceded 15–20% returns over the following two months; it also argues spot looks conservatively priced relative to term. Framed here as one research shop's historical pattern-match, not a forecast. ZeroHedge

The rest of the circuit — Trader Ferg, The Oregon Group, Uranium Insider's public notes, Sprott's own insights and FNArena's Uranium Week column — produced nothing freshly dated to this window beyond the item above.
