Upstream — mining & supply

Nothing new from the producers or on country-level supply policy in this window.

Midstream — conversion, enrichment & fuel

Conversion, enrichment and fabrication stayed still, and there was no fresh movement on the Russian-import-ban file.

Nuclear energy — reactors, industry & demand

DOE offers Constellation up to $5bn for uprates across eight reactors, mostly pre-sold to hyperscalers. The Department of Energy's Office of Energy Dominance Financing issued a conditional loan commitment, announced October 27 at Constellation's Byron plant, to fund roughly 1.1 GW of uprates across 15 reactors at Braidwood, Byron, Clinton, Dresden, LaSalle and Quad Cities in Illinois, Calvert Cliffs in Maryland and Limerick in Pennsylvania; the company says most of the added output at seven of the eight sites is already contracted to Google, Meta or Amazon. It is Constellation's second federal loan in under a year, after the roughly $1bn commitment backing the Crane (Three Mile Island) restart, and remains conditional pending definitive financing agreements. South Korea clears Kori 3 and 4 to restart in 2027 after a decade-long licensing review. The Nuclear Safety and Security Commission voted October 27 to approve continued operation of the two idled APR-reactor-era units — Kori 3 can now run to September 2034 and Kori 4 to August 2035 — adding roughly 1.9 GW back toward the grid once KHNP completes on-site equipment inspections; the operator targets a restart in the first half of 2027. Some commissioners and outside experts questioned why the extension was capped at ten years rather than the twenty granted elsewhere. World Nuclear News

The Chatter

Nothing freshly argued turned up from the usual uranium and nuclear-energy voices in this window; FNArena's Uranium Week column, credited in yesterday's edition, remains the most recent read on the spot market and won't update again until next week.
