NYSE American tightens Binary Return Derivatives listing standards and moves settlement off full-day VWAP. The exchange's filing raises the minimum underlying market capitalization for a ByRD-eligible stock from $40 billion to $290 billion and adds a new minimum six-month average closing-auction value of $10 million — a combined filter the exchange says cuts eligible underliers from roughly 305 to about 100 — while switching settlement pricing from the full-day volume-weighted average to the primary market's closing price and dropping continuous-quoting obligations for ByRD market makers. Effective immediately on filing, with comments due November 30. Federal Register filing

Cboe BYX adds a flexible pre-market "Start Time" order instruction. Mirroring one already live on sister venue EDGX, the rule lets members set, in 30-minute increments between 7am and 9am ET, when a resting order first becomes eligible to trade before the open, replacing today's single fixed 7am cutoff; Cboe plans to implement it December 7 alongside EDGX. Federal Register filing

IEX separately filed the initial transaction and routing fee schedule for its new options market, and NYSE American updated its operating agreement's registered-office address — both administrative; the CFTC's and Federal Reserve's Federal Register items this window were information-collection renewals and routine bank-control notices, nothing market-structure-relevant.

Canada

Nothing new from CIRO, the CSA/OSC, TMX/TSX or the CDCC this window; the Bank of Canada's only market-facing move was Friday's rate decision, outside this desk's scope.

Latin America

A quiet window for market structure: the CVM's only moves were two consultations gathering input for possible future disclosure work on sustainability and governance reporting, with no rule proposed yet; nothing new from B3, the BCB, Banxico, the CNV or Chile's CMF.
