SEC narrows the Treasury central-clearing mandate for inter-affiliate and non-U.S. repo. The Commission granted exemptive relief carving two categories out of "eligible secondary market transactions" under its Treasury-clearing rules: certain repo with non-U.S. counterparties, subject to specified conditions, and certain repo between a direct participant of a U.S. Treasury clearing agency and a non-investment-company affiliate meeting Rule 17ad-22(a)'s affiliated-counterparty test. The carve-outs loosen the mandate's reach ahead of its December 31, 2026 (cash) and June 30, 2027 (repo) compliance deadlines. SEC press release

More exchanges conform circuit-breaker rules to 23-hour, five-day trading. LTSE and MIAX Sapphire's MX2 each amended their Level 3 market-wide circuit-breaker resumption procedures to align with the industry's rollout of 23-hour, five-day-a-week trading cleared by the SEC earlier this year; several major venues are targeting a December 6 go-live, though adoption is staggered (Cboe EDGX has said it will not move to 23/5 for now). Separately, Cboe BZX and EDGA adopted the flexible pre-market "Start Time" order instruction already reported for Cboe BYX and EDGX on Friday, extending the same 30-minute-increment mechanism to two more venues.
