ASX Listing Rule 7.2 scrip-cap amendments — still no confirming Market Notice, with commencement due tomorrow. Checked ASX's consultations-and-submissions page directly (most recent dated entry: 18 September response-to-consultation document) and ran targeted searches for an October Market Notice; neither turned one up. ASX's page still reads that the amended Listing Rules and Guidance Notes — narrowing Exceptions 6 and 7 so an S&P/ASX 300 bidder issuing 25% or more of its capital as scrip in a takeover or scheme needs shareholder approval, with new Listing Rule 7.3B letting an entity pre-approve a higher threshold — will come into effect Wednesday 21 October "subject to completion of the statutory process," pending the still-unpublished confirming notice. Worth a same-day check once that date passes. ASX consultations and submissions

No other new rulemaking since 19 October. Checked individually: ASIC's newsroom (rendered with no dated items, treated as a failed check; supplementary search found nothing newer than the 24 Sept CS 63 consultation on RG 265/266, comment period open to 5 Nov); the RBA's media-releases page (nothing past the 14 Oct Chief Risk Officer appointment, not a rule change; FMI items remain the 1 Oct Financial Stability Review and 23 Sept ASX C&S assessment, both already reported); Cboe Australia, now TMX Australia Exchange following TMX's completed acquisition (no market notice newer than its April pegged-order-priority notice); and Treasury's consultation listings (the one October item found, on climate disclosure, is out of scope).

New Zealand

No new rulemaking since 19 October. Checked individually: NZX's rules/guidance channel (still no pending changes); the FMA's consultation listing (custody-of-client-assets review unchanged, no post-consultation summary); and the RBNZ's consultations site (the DTA capital-standard risk-weight proposal and retail-payment-system issues paper are unchanged, with no new closing date or decision). One adjacent RBNZ item — a prudential-levy consultation, submissions closed 16 Oct — is a bank-supervision cost-recovery levy, not an FMI or equity-market rule, and is left out as out of scope.
